INFORMATION FOR INDIAN PASSPORT SERVICES

General

(a) Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorised by you. It must not be altered, mutilated or tampered with in any manner. If lost or damaged, the fact and circumstances should be immediately reported to the nearest Indian Mission and to the local police.

(b) It is an offence under the Passports Act, 1967 to give false information in the application for any service related to Indian passports. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, willful damage of passport and for making unauthorised changes in the passport.

(c) Please keep a photocopy of your passport in a safe place. Without this the issue of a duplicate passport in case of loss/damage/theft may be delayed.

(d) Please check all the particulars including the expiry date of your passport on receiving it for the first time. Any error should be immediately brought to the notice of the Mission where it was issued. Please remember to get your passport renewed well before the expiry date.

Note: Indian Citizenship Laws do not provide for Dual Citizenship and, accordingly, it is illegal for a person to possess an Indian passport once he/she has acquired the citizenship of another country. The holder of an Indian passport should, therefore, immediately submit his/her Indian passport to the nearest Indian Mission/Post for cancellation on acquiring citizenship of another country (including Australia). Please submit passport for cancellation along with "Declaration of renunciation" form.

Jurisdiction

Applicants resident in NSW and South Australia should lodge or send their applications to the VFS Services Australia Pty Ltd, Sydney and VFS Services Australia Pty Ltd, Adelaide.

New Passport

A passport is issued for a period of 10 years ( 5 years in case of children under 15 ). A new passport is required to be obtained after 10 years (on the expiry of validity of the current passport). Application for a new passport can be submitted at least one year before the date of expiry of the current passport to facilitate processing of the application and issue of new passport in time. Following documents are required to be submitted for this service:

a) Application form for new passport duly filled in.
b) Current passport and additional booklets, if any, issued subsequently.
c) Four latest photographs of size 4cm X 4cm , one photograph to be pasted on the application form and signed across
d) If a request for a new passport is made after one month from the date of expiry of the passport a declaration form (Affidavit) is also required to be submitted along with the application . An additional fee of A$20.00.
e) If a request for issue of a new passport is being made after a lapse of more than six months from the date of expiry of the old passport, applicant must also furnish a Certificate of Evidence of Residential Status from Australian Department of Immigration.

Note: Minimum processing time for issuing new passport is 35 days.

Change of Appearance:
Following documents are required to be submitted in this regard:

a) Application form for new passport duly filled in.
b) Current passport and additional booklets, if any, issued subsequently.
c) Four latest photographs of size 4cm X 4cm , one photograph to be pasted on the application form and signed across.
d) Duly notarized affidavit from the applicant giving reasons for change of appearance to be signed in the front of Justice of Peace. Affidavit must also bear old and new photographs.

Note: Minimum processing time for issuing new passport due to change of appearance is 35 days.

New Passport for minor children (under 15 years)
Following documents are required for issue of a passport for minor children:

a) Passport of one parent (original with one set of photocopy)
b) Child's birth certificate (original plus 1 copy)
c) Marriage certificate of parents (original plus one photocopy)
d) Four latest photographs of size 4cm X 4cm of the child
e) Form for new passport and birth registration form.

Note: Minimum processing time for issuing new passport for minor children is 10 working days. Cases where a reference to authorities in India needs to be made require minimum 35 days. Passports issued to minor children are valid for five years. It is necessary to register a child born of Indian parents outside India with the nearest Indian Mission. Either of the parents can sign the application and give his/her own specimen signature in case of minor children/infants.

Duplicate Passport in case of Lost/Damaged Passport
Following documents are required for issue of a duplicate passport.

a) Police report regarding the loss of passport.
b) Photocopy of the lost passport, if available. If photocopy is not available, number, date of issue and place of issue of the lost passport MUST be furnished.
c) Eight latest photographs of size 4cm X 4cm.
d) Form for new passport duly filled in, one recent photograph to be pasted on the application form.
e) If the applicant is employed a reference letter from the employers is required.
f) If the applicant is a student a reference letter from university/college is required.
g) Reference letters from two Indian nationals along with the notarised copy of their passports.

Note: Duplicate passport in lieu of a lost passport is issued after requisite verification and clearances.

Emergency Certificate
Emergency Certificate is a one-way travel document, which is issued to Indian nationals who do not hold valid Indian passports and need to travel back to India. Following documents are required for issue of an Emergency Certificate:

a) Duly completed and signed application form (same form as for a new Passport)
b) Four recent photographs of size 4cm X 4cm.
c) A copy of previous Indian passport, wherever possible.
d) Proof of Indian nationality (verifiable).
e) Applicant must seek an appointment with the Consular Officer for a personal interview.
f) Proof and details of confirmed air travel bookings for journey back to India.

Note: It takes a minimum of 7 working days to issue an Emergency Certificate after completion of formalities.
This time limit does not apply to cases where a reference to authorities in India is required to be made.

Change of Name after Marriage - addition of spouse name
Following documents/papers are required:

a) Application form for Miscellaneous Services.
b) Current passports of both husband and wife.
c) Marriage certificate- Original plus one copy
d) Sworn Affidavit to be signed by the applicant

Note: Minimum-processing time for providing this service is 10 working days.

Change of Name
Following documents/papers are required:

a. Application form for Miscellaneous Services.
b. Current passport
c. Deed Poll / Sworn Affidavit to be signed by the applicant
d. Required to place and advertisement in the classifieds of an Indian and Australian national daily newspaper.
e. Original advertisement to be produced at the time of lodgement.

Note: Minimum-processing time for providing this service is 10 working days.

Emigration Check Not Required Endorsement (ECNR )
Following categories of persons are eligible for Emigration Check Not Required endorsement on Passports:

• Persons going abroad in managerial capacity in reputed Hotels, Restaurants, Tea Houses or other places of public resort and possessing specialised degrees in any of these fields- Original Degree with one attested copy to be submitted with application.
• All Gazetted Government Servants.
• All Income-tax payers - Proof of assessment of Income Tax and actual payment of Income Tax for the last three years to be submitted.
• All professional Degree holders, such as Doctors holding MBBS degrees or Degrees in Ayurveda or Homeopathy, Accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates etc.- Original Degree with one attested copy to be submitted.
• All persons who have been staying abroad for more than three years (the period of three years could be either in one stretch or broken) including spouses and children of such persons.
• All Indian seafarers who hold Indian or foreign CDCs and are in possession of an offer of employment from shipping companies in India or abroad and Sea-Cadets.
• Holders of Diplomatic/Official Passports.
• Dependent children of parents whose passports are classified as ECNR. In the case of such children, ECNR classification is restricted until they attain 18 years of age.
• Persons holding permanent Immigration Visas, such as in UK, USA and Australia (PR).
• Persons holding 10+2 or Higher Degrees- Original certificate/ Degree with one attested copy to be submitted.
• Persons holding diplomas from recognised institutions like Polytechnics- Original Diploma with one attested copy to be submitted.
• Nurses possessing qualifications recognised under the Indian Nursing Council Act, 1947- Original Degree/Diploma with one attested copy to be submitted.
• All persons above the age of 50 years.
• Persons possessing certificates of vocational training from Government/Government-recognised institutions.

Following documents are required for this service:
a) Current passport.
b) Form for Miscellaneous Services.
c) One photograph of size 4cm X 4cm to be affixed on the application.
d) Proof in support of claim to the categories mentioned above.
e) Fee A$20.00.
Note: Minimum-processing time for providing this service is 10 working days.

Police Clearance Certificate (PCC)
Following documents are required:

a) Current Passport (plus one photocopy of first five and last two pages)
b) Form for Miscellaneous Services.
c) One photograph.

Note: Minimum processing time for providing this service is 45 days.

• Payment of fee will be accepted in Cash (only at the counter), Bank draft and Australian M.O only. Drawn in favour of VFS Services Australia Pty Ltd (no personal Cheques please)

• FEE IS NOT REFUNDABLE.
